No. Should it be tagged as a cafe? No. The disused tag can have certain uses when the object tagged does not really change if it is used or not. A power line is basically a pwoer line even if it disconnected and a cemetary is basically a cemetery even if it is no longer used. But a cafe or pub? Absolutely not. - Gustav
