I have a couple of recurrent scenarios: 1) After tagging a building, I want to define the property boundary that the building sits in. In some cases, there's a landuse tag (landuse=commercial, residential), but how to tag a non-profit bowling club, a school, ...? Do you simply tag it amenity=school? It feels like there ought to be a landuse=* tag to cover all land, everywhere. 2) Sometimes there is one occupied block in the middle of large areas of nothingness. I want to tag the block to show that there is something there - ie, it's not unmapped. landuse=residential seems to state "this area is zoned residential, there are houses here", whereas I want to specifically identify one block. 2b) Sometimes I don't even know whether it's residential, industrial, a farm, etc. But again, I want to mark *something* to fill in that vast expanse of white...
