Because uuid:highway=* is incredibly non-intuitive. Of course, that doesn't work because then you can't have multiple uuids on a single object without creating relations or unnecessarily duplicating objects. The OSM database doesn't readily support arrays of structured data. No, because there's no easy way to tie the note to the the uuid. What if you want two notes, one of which is a note for uuid:building and one of which is a note for uuid:operator? Again, can't do it easily in OSM, because the OSM database doesn't readily support arrays of structured data.
