A few Stamen colleagues and myself put this together recently: https://github.com/migurski/HighRoadIt's pretty sketchy so far, but it's a solid and we-think-pretty-good attempt to create a one true road query for OSM data in a way that's painlessly usable in Mapnik, Cascadenik and Carto. It's new so let me know what you think.
Did you consider (or are you planning to) joining named ways, so segmenting roads won't have any effect on rendering labels? komap.py of Kothic library does that, for example. This is also a task for PostGIS, so it could be included in HighRoad.
