+1 - my city, Karlsruhe, prides itself to have one of the largest City Wikis in the world, but it's CC-BY-SA-NC and they spend half of their time suing people who use their content in a commercial publication. Sadly the fact that "NC" does not qualify as "free and open" has not really made into the heads of the general public.
