Use the WTFE licence status display in Potlatch 2 or JOSM - that is as close
to the community consensus as we have, and I expect the data change on 1st
April to follow it very closely.

Completely not going to happen. Anyone suggesting that needs to read some
law. You absolutely cannot do that [1].

[1] slight proviso: in the UK you could _maybe_ get away with it if you
placed an ad in the Times saying "trying to contact so and so". At a cost of
£????. Or we could just remap ;)
