Why make automated edits? Why not use your scripting ability to contact the users that added the ele=0 tags, tell them you have noticed lots and ask if they are right or wrong. Ask them how they made them, so that they are aware and don't add more wrong ele=0 tags. Then you can even offer to correct them for you. But this should be done with extra filters, such as only remove tags added by a certain user in a certain area during a certain time frame, and with the consent of the user that added them. It would also be good for you to show the code of your automated script to other users on the mailing list so that they can spot if there is anything that might be wrong with it.
