Please post the documentation to somewhere that does not require a login. Not everyone has a google docs account.
There should also be wiki documentation on your proposal. Please add it to http://wiki.openstreetmap.org/wiki/Mechanical_Edits/name_of_account Will this be done from an account dedicated solely to this edit? What account name will it be from? What software will you be (or did you use) using to generate the mechanical edit changeset? Why are you adding water=* values? Why are you removing occurrence=* tags? Why are you adding intermittent=* tags? What are the details of your is_in parsing? How will you tell the difference between objects which are at ele=0 with no source:ele tag and those which are wrongly tagged?
