You will not "upload" anything until there is a consensus that what you're planning to do is good, else your account will be banned and your edits reverted.
It is good that you are discussing things here, but it is not for you to decide when the discussion is over.
There are still some of your past edits where you mistakenly replaeced is_in with an addr:* fabrication which I haven't got around to reverting because they are hidden among thousands of edits I don't want to revert. In the future, please refrain from mixing different types of edits in giant changesets.
