If your assumption were true (that the extracts were made directly from the first planet) then your procedure would make you miss the very first diff because using 001.state.txt as your starting point means "I already have this state" rather than "I still need to apply the 001 diff".
However, the first set of extracts was started from the initial planet plus about a day's worth of diffs so you'd be clean with your approach - you'd be applying a little too much diffs but that doesn't hurt. Sadly I don't have the *exact* starting state.txt file. If you want to start from the next set of extracts, which will be uploaded tomorrow morning, you could use this:
