I am not an expert on this, but I have never heard this described as a 'portal'. In English a portal is some sort of opening or entrance or hole, so it doesn't make much sense for part of a power line or a tower.

I'm not sure what the correct name for this is. I would suggest something like "termination tower" or maybe "terminator".
