You will find generate_tiles.py etc. in the subversion folder referenced here: http://wiki.openstreetmap.org/wiki/OnDemandTileServer#Mapnik
the instructions in that wiki page are: svn co http://svn.openstreetmap.org/applications/rendering/mapnik I don't think subversion is installed by default on ubuntu so you will probably have to do 'sudo apt-get install subversion' for 'svn' to work.
