As others have pointed out the proper place for OSM to support the OpenLocationCode in OSM is in https://nominatim.openstreetmap.org/ both forward and reverse geocoding so if you search for an OLC it finds the coordinates, and vice versa right clicking, Show address here returns the OLC. Nothing stopping you taking an extract of OSM, adding your own OLC codes to that data and then doing what you like with that. No need to upload it to the OSM database
