Eleanor, Not being funny here, but you are not talking about a transfer which is what you are calling it, a transfer is a paid service in which you opt to move your license from one device to another.
you want a replacement license as you have had issues, the conditions for a transfer are totally different. the terms for a free replacement tend, but are not exclusive to... your phone being broken owing to manufacturer defect, a component of your device being exchanged under a warranty repair, and that sort of thing... where you couldn't make something work, your dealer should be working with you to resolve that issue, especially as there are no known issues with that device. I in your dealers position would be trying to solve this with you and not bothering Nuance for a replacement.
