It should, currently the logic is that if you select 'Supported workflow types' it will try first to open as a t2flow, if that fails it will try as a scufl. If both fail you will get the last error message, while the first error message is thrown away unless logging is turned on. I guess this logic makes more sense when opening from a URL (where the content-type probably is not right) than from a filename which extension does tell you which type it is. If you select t2flow in the list it would force it to load only with t2flow.
