It is... and I use it whenever I wish to write to the List by simply
using the drop down list associated with the "New Message" button on the
Toolbar. :o) I can be in any Folder and have a new message created and
properly addressed to what ever recipient I choose, and all with two
clicks of my mouse. :o)
