Dwight, from my research, these faulty HTML messages are rare and mostly
these are newsletters or spams... I do not understand, why are chars
encoded in UTF8 and author selected for example windows-125x charset for
META tag definition, maybe he is stupid or uses stupid editor, but I do
not see reason to add detection (if possible) of such stupidity. And You
can ask developers of any browser, why is such HTML page displayed wrong.
