I suspect that %EMAIL% relates to the folder where your email is either downloading (POP3) or caching (IMAP4). So to clarify, the instructions seem to be asking you to look in one of those above folders for a log file which you first need to clean out of the way before running TheBat.exe with /STARTUP_TIMING_LOG appended to the command line (probably from Start -> Run). I'd strongly suggest simply renaming the existing files when you find them (two: one in %EMAIL% and the other in %APPDATA%). Then when you add the switch to put the timing in the log the log itself will be empty to start out with.
