It's  possible  that  they're  caught by other filters. Generally it's
best to make filters as specific as possible.

So I'd suggest to create a filter that starts looking a single header,
like  reply-to  or list-id (TB doesn't know these headers per default,
but  it's  easy  to define them in the header section and then you can
use  them  in  the  sorting  office) and place them on the top of your
sorting office.
When  that  doesn't  help there's a problem going on.
