The Win32 Binary 1.0.4-1.Zip available here:

is simply extracted to C:\Gnupg (this is a must and cannot go into any
other Folder name nor partition... it is coded right into the Binary). You
will notice even when 1.0.4-1 is installed, there still is no Options
file. That you create when you install/run GnuPGShell, and through
GnuPGShell you will find Preferences for both GnuPG and GnuPShell.

What is the error message you are receiving? Do you have the System files
necessary for GnuPGShell's operations? Do a Find/Files for these:
