That is not a "problem", that is how it should work, because you have
to trust this key at first. It depends which client you are using.
Sometimes you get a warning, sometimes you can't use an key you don't
trust.

Did you check the setup the gpg configuration which keyserver was put
in there? If there is no - behaviour is not "strange".
