I don't think this is a bug. As far as I can recall that has always been
that way, I have just verified it with the oldest version I have
(3.0.2.10) and it is the same.

This is a feature WAD, not a bug. A feature that is clear that you don't
like, but a feature.

You can change that with batskin.xml file and I guess it will be
possible (soon?) via the Customise window.

You can use alternative ones defining them in batskin.xml file.
