This 'outbox protection feature' would be useful but it is no replacement for a draft folder. If a message is in the outbox it is ready to be sent. It might be parked because you do not want to send it now. If a message is draft folder it is there because it is not finished with. Both are very different trying to combine it with 'parked' messages in the outbox proves that you have not thought the different statuses that a message can go thought.
