No.
1) The program, will be uninstalled (that's a yes part)
2) The message base won't be deleted (that's a no part, even though
   you could discuss whether a proper uninstall should delete the
   message base or should leave it alone as it is user data)
3) The TB registry settings for the uninstalling account are deleted
   (That's a yes again)
4) TB registry settings for other accounts (no matter whether they're
   admin or restricted rights) that have used TB won't be deleted
   (That's a no part)
5) The setting that TB is the default mail client will be reset for
   all users. (That's a yes part, but actually that's caused by the
   the fact that Windows cannot accept the situation that TB is the
   default mail client for user1, but that user2 uses Thunderbird)
