You're definitely misunderstanding me.
Only the registry settings for the account that's used for
uninstalling will be cleaned. For all other accounts the settings will
be kept in the registry. (admin or restricted rights doesn't matter)

No. This refers to all Windows users accounts.
It's just the way Windows works. It's no failing of TB. It's just a
concept that isn't fully thought through.
