I also have a txt2html.regexps file, the first version of which I got back in May 2005 from 9Val. At least the, and for the newer version I have, the idea was to show some text in an "HTML like" way (Italics, Bold, Underlines, etc.). Just see the name of the file :) Now, if some regexp guru has been able to add to it so it can do what you say, good.
