When you reply to a message, you have a bar at the bottom, which in my
incarnation of TB! currently says:

24:1 / Insert / some icons / (none) / some icons Gmane / Plain Text
(MicroEd) / Latin 9 (ISO) / Open GPG (auto) / some icons

If you click on the "Plain text (MicroEd)" field, you can change the
editor used for the reply.
