Yes it is rare, it is that rare that you don't always look for it. If I was informed that it could not download a message then I could do something about it. No information no action. One of my jobs has been as system admin as such I always wanted to be informed if there was a problem. If I could not guarantee that a system would inform me of an error the I would set it up to inform me of a success. I always assume that no error message means that everything is OK.
