The .tbb file stores a DWORD containing the flags for each message. A
copy of this is also stored in the .tbi file. I'm not clear on why the
flags would change in rebuilding the index file since I haven't had
this experience, but my guess would be that the .tbi file is used to
display the flags. Then if the two copies get somehow out of sync the
rebuild would necessarily make a copy of the flags from the .tbb file
and place them in the .tbi file.
