I read this as should the first of January always start the first
week. According to ISO-8601 this is not true.
When a week has days from different years, the week is counted for the
year that has most days (at least four) in that week, this means that
the week number is computed by counting thursdays.

You wrote your message on Sunday, so it is the 327th day. However it's
week 47, I don't where you go amiss, but according to ISO-8601 the
week starts at Monday and ends with a Sunday.
