CGI connects web servers to external applications.  CGI does 2 things,
it can gather info sent from a web browser, or in this a case TB!
email form to a server, and make the info available to an external
program, and 2, it can send the output of a program (PERL) to a web
browser or TB! version 2 that requests it, literally on the fly.
