I confirm this behaviour, and while I'm European and would have set
it to "dd MM yyyy" in English if it wasn't the default anyway, TB
should follow the Windows settings.

I checked and it says here:

charset=US-ASCII (which is the same as ISO-8859-1 and a lie; I have
Big5 encoding)
Content-Transfer-Encoding: 8bit (so I don't have the problem you seem
to have, if yours says 7bit)
