This makes no sense to me. I would prefer to have files/folders indigenous to TB contained in the program folder because that's where I would look for them. I rarely use HTML in email, so don't see that problem. Correspondence with this list is very limited so yes, I do usually compose in HTML. I have a "%SetEditor="1"%" macro in my AB "New Message" template for this list.
