OK, let me get this straight. You dial into ISP A and try to send through
ISP B, which fails. When you call ISP A up to see why that might fail they
say it is for security reasons.
If that is the case some ISPs are now taking to blocking outbound port 25
(SMTP) connections to prevent spammers from being able to spam from one of
their IPs directly out to the net. This could be the security measure they
are referring to. Such a measure would let most other connections (ping, for
example) to go through.
