 If it were that, wouldn't shutting off my computer reset the clock
 every time?  (This doesn't happen.)  I don't see any pattern, so I
 think it might be some obscure app or Windows feature that is
 occasionally messing up my clock.

 It isn't a big deal, sometimes a bit annoying for other people.
