Seems logical then - and at the same time not. It still feels like
it's more intuitive to use Ctrl+Alt+drag for moving folders to
different folder levels, including the root level, even if it, strictly
speaking :), isn't a folder.

I'm not so sure I even understand why there have to be two different
commands for dragging folders. Why not just use Alt+drag for both
operations?
