If I remember correctly, yes.

In some cases it might not cause problems, but the text version that
TB creates is not always a good (enough) representation of the HTML
version. This is in the same vein as editing an incoming message.  The
current TB implementation does not allow easy editing of incoming
messages, why should this case be different?

Remember, you do have the option of exporting the message, use some
utility to remove the HTML, and import back the edited message.
Obviously this isn't exactly what you wanted, but it's more true to
form for now.
