Sounds more like a (helpful) feature. When you want to send messages
you must have both receiving delivering at once. Now, I find some
logic in the way TB! handles "Receiving" with "POP before SMTP"
checked.

It don't have to be this way but it safes one mouseclick.

Since I did check "Combined ..." when I had to use this scheme, I
cannot really confirm what you found; it always worked like that on my
machines. And now I use "SMTP Authentication", funny enough without
combined delivery. Seems I am not that consistent in my life ;-).
