Under your editor preferences (options > editor preferences)
make sure autowrap, auto-format, and justify on wrap are
checked-- then, your paragraphs will wrap nicely, much like
mine do. (This hard-wrapping is one of my favorite TB!
features.)

If you wish to manually justify them, you need to either
highlight and justify each separately, or place your cusor on one
at a time and alt-j on each. But, I specified above how to
autoformat. Of course, you can uncheck auto-format -- then, it
will automatically wrap initially --but not re-wrap if you make
corrections. (this gives you a little more flexibility if you
want to get creative with your letter formatting) -- in which
case, the manually wrapping is handy.
