You can use separate accounts, with one account configured to combine
the collecting and the sending of mail and all other accounts
configured not to do so.
In the collecting account you create filters that put the messages to
the right account (filter on recipient).

This can be done per folder and also on a per account base. (Per
folder you can check the folder properties and change the identity.)

Yes. With different accounts that's done automatically. ;-) When
working with a folder per user, you can use outgoing filters to take
care of that.

The only difference for your options is that accounts have a
possibility to be password protected and folder cannot. (I think)
