I've rectified the situation. I can offer no guarantees, but suspect
that the issue occurs because of the enhanced security that NT offers,
particularly when using NTFS. I got the final clue when I tried to
install the language pack. The installer told me that TB was
improperly installed and refused to install the add-on. I logged on as
Administrator and reinstalled TB using the same directories and user
ID as I did for the initial install. A quick check in the Registry
Editor shows that TB now has a key below Mail. Thankfully, the process
left my hours of configuration intact and TB is now "officially" my
default mail client.

Unfortunately, this hasn't cured the underlying issue -- I'm using
Netscape 6 for my browser. Each time I click on a mailto link, it
launches Netscape Composer, which complains that it isn't the default
-- but that's a bug in Netscape, not TB.
