AFAIK, they tend to scan this list if they read it at all since the
questions are usually support ones that are most often dealt with by
other subscribers.

They do read the beta list since this is where they get feedback on
the progress of the betas they release. New design philosophies are
also better dealt with during the development of a particular feature
rather than after it's fully implemented and debugged.

If you're not on the beta list I'd suggest composing a bug report or
suggestion message via the help menu when you wish to be certain that
your message will be seen by the developers.
