I can reproduce the problem.

The answer lies in education of your users. (Or maybe a future release
of TB) There are several work arounds to it:

1) Select the block bottom up
2) Don't delete your own signature, in this case the scroll bar still
exists. (If your reply template doesn't include a signature, you might
add it.)
3) Don't delete all unnecessary quotes via block deleting, I delete
line by line with <Ctrl><Y>

Options two and three are the reason why I don't encounter the
problem, I wouldn't dream of wiping my own (albeit modest) signature.
