When filtering on such a header it wouldn't make any difference for TB whether it's a formal header or included in a comment, because you'd filter on the presence of X-NCC-RegID: in the kludges. But when you're running a mailing list that only allows messages with an X-NCC-RegID: header it makes an essential difference.
