X-NCC-RegID: is a standardized header (according to rfc822
user-defined headers have to start with X- )
In a network of trekkies an NCC-RegID would make sense and so would
the wish for formal headers.

When filtering on such a header it wouldn't make any difference for TB
whether it's a formal header or included in a comment, because you'd
filter on the presence of X-NCC-RegID: in the kludges. But when you're
running a mailing list that only allows messages with an X-NCC-RegID:
header it makes an essential difference. (No, I don't know why Per
thinks he needs it.)
