On a Win98 machine, it is C:\Windows\Temp.

TB downloads the message to that location, and then imports then into
the message base. If there is no problem, TB then deletes the messages
from there. If there is a problem of some sort, the files in them temp
directory are not deleted, which facilitates error-hunting. :-)

However, this also means that AV software would catch any virus there,
and the virus would not reach the .tbb file at all.
