This sort of thing happens when there's something wrong with the
backup. It would appear that the backup process just backs things up
without checking validity of some things like the paths. However, the
restore process has to do this.

The first time I tried to restore a backup to a new installation on a
new computer, it wouldn't run. It turns out that the path to the
attachments folder in one of my accounts was pointing to a drive that
didn't exist on the old or new system. Since I was keeping attachments
in message bodies, the setting wasn't really affecting the functioning
of the old installation. However, the restore process wouldn't work!

It took me a while to figure out the problem. So I'd suggest that you
go through the old installation and look for any problems that may be
there, like incorrect paths, bad templates etc. If not, then you'll
have to manually move the installation across and then upgrade it.
