Two ways:
Highlight the text you wish to reply to and hit F4.
Use the following macro instead of %Quotes:
%Quotes="%Text='nn'" where nn denotes the number of lines of the
original text you wish to quote.

There's a complex one that has been published here repeatedly, i.e., a
regex macro that will wrap multiple paragraphs. I personally don't
have it but if you check the archives, you'll find it.
