You'd have to either research methods of manually optimizing the system for a dialup connection or you could try 'NetTurbo'. NetTurbo optimizes your connection speed by adjusting the OS network settings to better suit your connection type. You can get it here: http://www.netturbo.com/ It's XP compatible although the site doesn't explicitly state this.
