That's because when you select a text and hit F4, the selected text is
used for the reply. No matter whether it's html or text and html
behaves differently.
When you reply to a message with ctrl-enter, TB takes the text-only
part and uses that for the reply. No matter what you're looking at, TB
takes text. You'll notice this when you're replying to a message with
text and html with different contents.
