I'll need to see a block of the text you're trying to wrap in order
to explain what's happening. But there's an explanation. This is one
area in which TB! behaves consistently.

When you quote text from an HTML message, there's nothing really
special about it about the plain, quoted text that's generated.
Using Alt-L will work the same as if you had quoted the very same
text, with the same formatting, from a plain text message.
